feat: 添加 Web UI 管理界面
- 基于 stdlib http.server + 内联 HTML/JS，无需额外依赖
- 功能：规则列表、创建规则、规则测试、冲突检测
- AI 生成代码按钮（调用 LLM 编译器）
- 启动命令：python3 -c "from rule_engine.web import *"
